Speaking to a joint session of Congress on Wednesday, President Joe Biden proposed a sweeping new $ 1.8 trillion plan and asked Republican lawmakers to work with him on issues and face fierce competition from China.

The Democratic president called on Republicans, who had previously spoken out against him, to help pass various controversial laws, from taxes to police reforms to gun control and immigration. Democrats clapped as Biden spoke. Biden, who took office in January, passionately called for taxes on corporations and wealthy Americans to pay off his $ 1 trillion American Families Plan.


He made his statement in the House of Representatives at an event that was declining this year due to the pandemic and took off his mask to speak to a group from about 200 people to Democrats and Republican lawmakers, other civil servants.

Biden is trying to pull the needle between Republicans who oppose higher spending and the tax hikes it requires and Liberal Democrats who want him to push for more aggressive plans. He will meet with leading Democratic and Republican lawmakers in the White House on May 12 to find common ground only for narrow majorities.

During the 2020 presidential campaign, he had promised to work with Republicans. Still, his biggest legislative success, a $ 1.9 trillion pandemic stimulus plan, was passed without a Republican vote—a divided party against Biden.

Many question the wisdom of adopting a spending policy more aggressive than most of Biden’s allies or rivals had hoped. The White House hopes that at least some Republicans will bow to the will of the people. Polls show that most Americans support more investment in schools, education, and infrastructure and tax the rich more. The first Republican response to his speech was skeptical and somewhat dismissive: “This could all have been just an email,” said Rep. Kevin McCarthy, the House’s chief Republican, sweetly.
