According to the 2014 National Street Harassment Report, 65 percent of all women experience street harassment at some point during their lives. This report defined harassment as including catcalling, verbal, and physical harassment.
The issue of street harassment was raised last month when a video of a man assaulting a woman in Paris went viral.
After being viewed by millions online, the video caused outrage in France.

Il s'est permis de m'adresser des bruits/commentaires/sifflements/coup de langue sales, de manière humiliante et provocante à mon passage.Pas de chance, c'était pas le premier de la journée et j'étais fatiguée. J'ai donc lâché un "ta gueule" en traçant ma route.Car je ne tolère pas ce genre de comportement. Je ne peux pas me taire et nous ne devons plus nous taire. Ça n'a pas plu à cet homme. Après m'avoir jeté un cendrier dessus, il est revenu sur ses pas et m'a suivi dans la rue.Il m'a frappé au visage, en pleine rue, en pleine journée, devant des dizaines de témoins.J'ai porté plainte.Ce n'est pas le seul. Le harcèlement c'est au quotidien. Ces hommes qui se croient tout permis dans la rue, qui se permettent de nous humilier et qui ne supportent pas qu'on s'en offusque, c'est inadmissible. The woman featured in the video, Marie Laguerre, was walking home from work in northeast Paris when a stranger began yelling obscene comments and making noises at her outside of a cafe.
Laguerre shouted at him to shut up, and the man threw an ashtray at her in response. The ashtray just missed her head, and the man then approached Laguerre to physically assault her.
Fortunately, the cafe’s CCTV captured the whole incident. Laguerre posted the video on social media this week. Although the man has yet to be identified, an investigation has been opened into the man caught on the footage.
Recounting the incident, Laguerre stated:
“He wasn’t the first one and I can’t accept being humiliated like that. So I replied ‘shut up.’ He then threw an ashtray at me, before rushing back to punch me, in the middle of the street, in front of dozens of people. “This is an unacceptable behaviour. It happens everyday, everywhere and I don’t know a single woman who doesn’t have a similar story. I am sick of feeling unsafe walking in the street. Things need to change, and they need to change now.”
In the wake of this incident, French politicians have voted to approve a law which would fine individuals who sexually harass others in public places on-the-spot.
Whether on the street or on public transportation in France, catcallers will be fined up to 750 euros (approximately $870).
The new law also lengthened the statute of limitation for sex crimes and extended the criminal definition of child rape.
