India to delay import licensing of laptops after US, industry push back, sources say

India has decided to postpone the requirement for an import license for laptops and tablets, according to two government officials. This decision comes after industry and the U.S. government expressed concerns about the move, which could impact companies like Apple and Samsung. The plan will be delayed for a year, and after that, the government will consider whether to implement a licensing regime or not. The initial announcement of the licensing regime on August 3 aimed to ensure trusted hardware and systems enter India, reduce dependence on imports, boost local manufacturing, and address the trade imbalance with China. However, due to objections from the industry, the plan was quickly delayed by about three months. U.S. trade chief Katherine Tai also raised concerns about the move, which would affect companies like Dell and HP. The electronics ministry in India is now proposing a simpler import registration process that is set to begin in November. The new system will require companies to obtain registration certificates for imports of laptops, tablets, and personal computers instead of licenses. The ministry presented this proposal to industry officials in a meeting on Friday. In the April to June period, India’s electronics imports, including laptops, tablets, and personal computers, reached $19.7 billion, a 6.25% increase year-on-year.
