Containing Coronavirus Epidemic – Has China acted late?

Chinese governance is having a tough time containing the ‘coronavirus,’ which has spread like a deadly epidemic in Mainland China and expanded globally. As many as 425 people have died, mostly in the Hubei province of China, which is also ground zero for the deadly coronavirus.  More than 20,000 people have been reportedly confirmed infected by the deadly virus.

The Chinese capital Beijing has expressed dissatisfaction over the crisis management situation and the measures implied for dealing with it. Politburo Standing Committee of the Communist Party of China(CPC), which also consisted of President Xi Jinping as the general secretary of the CPC central committee, held a meeting on Monday to discuss the complications of containing coronavirus in the nation.

The president empathized with the victims of the ghastly coronavirus and also wished well for the patients and their families. He acknowledged the efforts of those on the frontline of the epidemic battle. He mentioned the current focus of CPC is on containing the coronavirus through the firm and unified commands, which requires appropriate coordination among health officials and screening and quarantine measures. He said that strict enforcement of orders and prohibitions should be carried out. Xi opposed bureaucratism and warned of stern actions against those who did not adhere to the unified commands and responsibilities.

Furthermore, the meeting analyzed the shortcomings of handling the epidemic outbreak and called on for improving the country’s emergency management system.

“The outbreak is a major test of China’s system and capacity for governance, and we must sum up the experience and draw a lesson from it,” was reportedly discussed in the meeting.

Putting Wuhan, the epicenter of a novel coronavirus, on the top priority, the meeting examined the epidemic prevention and control work across the country. It emphasized on strengthening the weak areas in public health and called for resolute measures on illegal wildlife markets. The meeting also asked for looking into the national reserve system, to enhance the reserves efficiency and capacity when emergency conditions like this arise. The meeting discussed endeavors to meet the sufficient needs of patients, such as medical equipment and other resources. It aimed to increase the recovery rate and thereby reduce the infection and mortality rates, which are soaring at a rapid speed.

The Chinese government, which has faced a similar pandemic in 2002-03 with the SARS outbreak, seems has been late to respond efficiently in this case. Although the mortality rate of novel coronavirus is over 2%, which is far less than 10% of SARS, it seems to be more infectious. Also, it is yet to be determined if the virus is becoming more potent after being transmitted to new hosts, as it spreads rapidly across China and the Globe. Reportedly, the first case of coronavirus was confirmed in December last year. However, it wasn’t until January this year that the authorities initiated preventive and aggressive measures to contain the same such as the virtual lockdown of Hubei province, wherein the coronavirus has originated.

The rapid global spread has impacted 24 nations globally, and the countries are implementing screening and quarantine measures to contain the virus spread in their territories.

China’s National Health Commission reported that Monday, Feb 3, 2020, saw 64 new deaths from coronavirus in Hubei province. One death reported outside China is in Philipines, and more than 150 cases of infection have been recorded in other countries.
