The weapons aid package also includes munitions for Patriot air defense systems, Stinger anti-aircraft systems, ammunition for High Mobility Artillery Rocket Systems, Stryker Armored Personnel Carriers, and various other missiles and rockets.

The assistance is funded using Presidential Drawdown Authority, which allows the president to transfer articles and services from U.S. stocks without congressional approval during an emergency. This aid marks the 43rd security assistance package approved by the United States for Ukraine. Since Russia’s invasion in 2022, more than $43 billion in U.S. military aid has been provided.

Secretary of State Antony Blinken commented on the aid announcement, noting Russia’s attacks on Ukraine ports and infrastructure. He stated that Russia could end the war by withdrawing its forces from Ukraine and stopping its attacks. The Black Sea grain deal, which was brokered by the United Nations and Turkey, aimed to combat a global food crisis worsened by Russia’s invasion. Russia’s ambassador to the United States, Anatoly Antonov, denounced the new U.S. package, calling it immoral and senseless.

Britain has expressed concerns that Russia’s military might start targeting civilian shipping in the Black Sea. The European Union has pledged to help Ukraine export almost all its farm produce via rail and road.
